But for autorenewing, vehicles should be inside a depot. I think that in this case, you would like to autoreplace the vehicles instead of autorenew them. With the settings as shown above, vehicles should be automatically autorenewed. This could be just a bus that goes between two stops at the opposite end of the town. Passengers will pile up and your city will slowly start to grow, upgrade buildings, and then expand. Try to spread them out so they dont overlap. Start with a bus service that loops around the city.
